Short answer: someone already has it. Every combination of 1-4 characters on a major platform was almost certainly claimed years ago — there just aren't many of them, and platforms have had millions of users trying.
There are only 26 single letters, 676 two-letter combos, and 17,576 three-letter combos (letters only). Spread across a platform with hundreds of millions of accounts, those get claimed almost immediately after launch — long before most people even think to grab one.
Some platforms do additionally reserve very short or premium-looking handles rather than letting anyone register them (partly anti-impersonation, partly because they're valuable). But mostly it's simpler than that: the pool of short combinations is small, demand is enormous, and it emptied out early. Buying from an existing holder is the only way in once that happens.
