Most major platforms' terms of service technically say accounts are non-transferable — meaning, strictly read, buying and selling accounts/usernames isn't something the platform formally sanctions. In practice, enforcement of that clause has historically been inconsistent and this hasn't stopped a large, long-running secondary market from existing.
It means there's some inherent platform-level risk in any account transfer — a platform could, in theory, act on a specific account regardless of a private sale having happened. It doesn't mean every transferred account gets flagged; the vast majority of transfers go on operating normally.
This risk is a known, standing part of the market, not something specific to any one seller. It's part of why account cleanliness (no phone linked, no prior flags) affects price — buyers are pricing in exactly this risk.
